Clamp on cable guides for bars?

Cable guides on the bottom of the bars. Looks like an extra piece that goes around the outside of the bar. I've never seen this in my life. Who made this?

Are the cables routed internally, and those are just the exit points?

What is the brand and model of your handlebars?

It's a Viner Special Professional on ebay, no idea what bars they are. It looks like aluminium sleeves with the guides on the bottom, but I don't know how they cross under the stem unless they're inside the bar. Weird.

Viner Special Professional 57cm Columbus SL Steel Tubing | eBay

I'm thinking internally routed, cables cross under the stem, then exit through plastic cable guides.

With a little imagination, I can just about read Cinelli on the bars. But, I can't make out the model.

It is probably not a bad bike for $400 +$60.

Yeah not a bad deal, tubulars even. It's been on ebay since early last year, he did have it listed for almost $1000.

Only thing is this, but some touch up paint and a new decal would probably cover it pretty good.

That's a good looking Viner. Looks like a Sante group and even the headset cups are white.
