Original Paint Help

Hey everybody, first post here. Sorry if it's not in the right place, or if there is another thread I couldn't find.

I just picked up a (very rusty) 1974 Schwinn Varsity and was wondering about the paint. It looks original but the paint is a different color around the logos. Is this indicative that it was repainted, or is that what sometimes what happens with the older logos? I saved it from the dump so I'm not in any money. I would just be psyched if it were original paint that I could clean some of the rust from. https://postimg.org/image/objqsu1vl/

That's normal, and if the picture is indicative of the rest of the frame not all that rusty either!

The rims are really the rustiest part, but they're original so I'm going to put the work in to shine them up.

Also, does anyone know if this frame is cracking where the top tube meets the seat tube or is that just the paint coming off?
