Frozen Seatpost, had to hacksaw off the original bent fork. Found it on the side of the street and will fix it up for a friend or sell it. Looking to find out what make the frame is just in case. Steel frame.

Are you certain? Any idea of the time period of the frame so that I can do some research?

It is definitely French and probably early '70's.

Was thinking Bertin because of the seat stay cap. Upon checking I see the Bertin is a bit different. My mistake. One manufacturer which used this cap was St. Etienne but it is a cap available to all and was employed by numerous makers.

The presence of the ESGE chainstay bridge shows it to be a lower model. Doubt white was the original colour as there appears to be no primer beneath the white. Evidently someone got frame down to bare metal and laid colour directly on top of the metal. Perhaps the colour scheme selected was inspired by Alexi Grewal's 1984 Olympics Pinarello.

Appears to have had quite a rough life but can certainly be made into a readily serviceable machine.

If you could post a photo of the damaged fork that might further advance the identification.

I concur, it's probably French but the OP should verify the BB threads and seat tube OD. Stamped dropouts, top tube cable stops and the chain stay plate all point to an entry level model. The most popular French brand to use the creased stay cap was Motobecane. However, I can't recall seeing one with the cable stops on top of the top tube, which is the most unique feature of this bicycle. French models with cable stops typically ran the brake cable at roughly the 4:30 o'clock position on the drive side of the top tube

The bike was converted to a fixie by the previous owner. I have no clue about the BB threads.

they will be metric ("french"): 35 X 1.0. shell width will be 68mm. top tube will be 26.0mm o.d. down and seat tubes will be 28.0mm o.d. pillar size may be something like 25.4mm.

the fact that it has a sealed BB unit with plastic cup makes FR pretty unlikely: probably BSC despite all the Frenchy details, but what is going on with the apparent "step" in the fixed side of the shell? Big thick spacer or the wrong width BB unit, or?? Another bad possibility is somebody crammed the wrong threading...hope not...

Jeunet-style seat stay caps, like a leaf. Kickstand mount suggests lower-end model, as do the apparently non-forged rear dropouts.
