I guess that's a race frame from BITD? When approx is BITD, in this case?

Looks early 1900's if the hanger and frame ends are any indication. Very similar to Fauber cranks from around 1910.

24 lb. is a nice weight for an older bike. Good catch. Now you need to get out your wallet and find some wooden rims.
