To keep the chain from slapping on the chainstay. Common on 80's touring bikes.

this would have had a 'rubber strap' that was a Japanese copy of an earlier French tourist chainstay protector and very "trick" it was. You might still find Japanese replacements if you do some deep searching.

That loop is not intended to take a strap.

I could not judge where the OP's loop was on the chainstay in that photo so assumed it was one (maybe the remaining one) of a pair...so I learned that there's a single loop on Miyatas to act as a protector. We lives and learns...

I don't know how you could attach a strap to a closed loop.
