Looking for some suggestion on what model and year this Bianchi would be?

Would also be interested in knowing what the gold writing says on the far ends of the top tube.

It looks like somebody dressed up a low end frame to be an Argentin replica. There was a mid-range model in this scheme, but I've never seen one with clamp shift levers. The angles are also very slack and the clearances are huge. Inexpensive, seat lug with a flat cut top. I suspect a fake. Frankenbike parts mix but there is some good stuff on it.
