OP,
After you loosen the bolt if there is still an issue inserting the stem to a depth that you need you might have to loosen the top nut a little, after setting the proper depth re-tighten the lock nut and then the stem nut...sometimes alignment is off just enough to hamper setting.
Best, Ben

You should use grease, but you need to loosen the nut at the top of the stem and then give it a tap. Repeat until the cone at the bottom is loose beneath the rest of the stem. Then it should go in easily. When you have the height you want tighten that bolt to pull the cone back up and expand the bottom of the stem.

Absolutely coat the inserted portion of the stem and smear some grease inside of the steering tube. This will help with insertion, help to reduce or prevent scoring and, most importantly, prevent the stem from seizing itself to the steering tube.
Loosen the top nut until the wedge in the bottom is free moving, even really loose. Try inserting the stem. If a no go, pinch the bottom of the stem a wee bit. It could be that someone tightened the wedge up too much when the stem was not inserted.

I read that others have come fast with the info wagon! Good crowd here. By pics I did mean the whole bike. Thanks for the ones provided though, got a chance to admire some nice chrome.
