came across this image of an Henri Gautier model 210 saddle being worn by a Trophee de France machine of ca. 1955
have not before seen a saddle with this appurtenance
note the metal affixed to the underside:

You have certainly got it knocked!
Did a spot of research on the cycle and learned it to be made by Peugeot who created the Trophee de France event ca. 1911.
They retained rights to the name and produced cycles with it.

That's a pretty little velo de ville. You should post more detail photos of it. Looks like the frame design utilizes twin lateral tubes ending at the seat tube instead of continuing to the rear dropouts. Centerpulls with brazed pivot posts. An elegant little machine.
