FWIW - i've been mulling the ways to possibly get some paint on white shoes.
Comic theme would be great but hard.
Maybe a less detailed version of something like this.

I think being applied with a lacquer clear coat and then cleared again would be fairly durable method. We did at one time use waterslide decals. If you didn't clear coat you could find half the decal out of place after a rainstorm ride.

During the Great Depression Dandies used to pimp their rides with cigarette cards and whatnot. In 1934 I put these cards advertising bicycle accessories ( Dunlop tires, Brookes saddles, Lucas lights etc) on my bike and as I was working as a Unigate milkman (red-top full cream was the favored milk at the time ; gold-top the expensive posh fav) I stuck a few pinta stickers on as well. Also some cows as many city folks didn't know where milk came from BITD.

my first thought was a Kawamura product because of the dropouts...but they were employed by many...

and AFAIK Kawamura did not employ this seat stay treatment

headset appears to be a Tange MA60

This is the specific cap treatment I was thinking of. This is off of the '84 Miyata 1000 BF'er [MENTION=396691]WGD[/MENTION] posted about some time ago.
