I have a Rauler profile #73 on drive side dropout. Most of the decals have flaked off. I would like to see a picture of one if possible. Does anyone have any decals for it they would be willing to sell. Also, my big problem, what do I use for a seat post? It appears to be a 26.8 but when it is inserted about 2.5 cm it hits the tube and won't got in any farther.

Though you need a few more posts to be able to upload pictures into the thread, can you take a picture of the inside of your seattube that helps? Is there a true ridge inside, or is the tubing just flared a little more open at the top?
And there a several threads on decal makers. Some of them sell on ebay. Have you checked there, and messaged sellers that are in the business?

The seat lug is round and measures 26.8. The tube immediately below the lug starts to change shape and won't allow the seat tube to be inserted.

Just to clear up your terminology: The Seat Tube is the tube of your frame running from the bottom bracket up through the seatlug. What you are calling your seat tube is referred to as the seat post, or pillar.

By change shape - is there a ridge? or are you just saying it necks down? Is the tubing out of round, say, from the improper tightening of a workstand clamp? You might need to check roundness with calipers.
A ridge actually be remnants of a former seat post - or possibly an indication of some kind of repair. Some manufacturers inserted shims for use of smaller seatposts. I have no idea if Rauler did that, and in any case, a shim should come to the top of the seattube.
