Stumpy or no?

Possible local find.

Biplane fork crown seems nicer finished, seatpost clamp seems the same to me and a bit different as well.

For sure! McMahon Racing Components had a few different styles of brakes in the 90s; the manufacturing looked a bit like their brakes so it was just a guess. But Control Tech is clearly the winner. Very cool find on your part!
