Bikes: 1989 Cinelli Supercorsa

The seller seems pretty bike-knowledgeable, going by his description. Surely, he noticed this, or it was purposeful.

Or a crude work-around for too long steer tube. Which suggests that the fork might not be original to the frame. What does the upper stack look like? I can't imagine that enough threads would be left exposed on the original fork to install the threaded pieces.

Agreed, creative, ie crude, hack to get the top cup/locknut to go together without cutting and likely rethreading the steerer, or using a spacer.

It's funny too because a spacer could have gotten them the height they think they needed without jacking the geometry around.

I think it's quite clever. In fact the entire bike simply reeks of cleverness ! I do wish that it were my size - I envy the proud devil that buys and gets to ride that beauty !
