Fwiw, I dimpled the chainstays on a couple of bikes with the use of a bench vise, a wooden form for the outside of the stay and a screwdriver bit on the inside of the stay. How about a Park HTS-1? I used to have one and never had an opportunity to try using it, but now I have a frame that actually needs it.

I have an offer to make with MAJOR caveats...

I have "loaned" my genuine Stronglight crank-puller to a couple CVers before but it only comes with a couple nonnegotiable accessories: my own two hands.
So has to be a rendezvous either in the local SF Bay Area OR someplace where & when I'll be traveling and we can coordinate like a crack Secret-Ops Team!

The reasoning for all this is that this tool is the "portable" version (or at least it's no shop-model) and whenever I have used it I wonder if "this is it, it's finally gonna break".
So if it's in my hands when/if that ever happens (heaven fore-fend!) I have nobody to blame but me...or rather...

Anyone have a VAR 13 or other pin-type headset wrench that they can loan? Or, any suggestions on where to buy a reasonably priced one?

I recently picked up a '64 Bianchi to go with my '54, and need to get some fresh grease in there....

I have this one that I am willing to lend out. I will want it back as it is part of my tool box, but I can lend it.

It has been powder coated for rust protection and has new pins installed from Wayne at Mel Pinto. I suspect he may be able to see if there is a new or upgraded model that he can sell.

New pins that interchange from bb cup spanner to headset spanner.

I poked around a bit more and the cheap commonly available ones appear come in 4 different sizes. I think there was a full set of 4 for under $50.

btw, some pin tools are entirely useless depending on the placement of the headset hole. Too close to a "bulge", the tool doesn't seat properly. My Bianchi wasn't bad, the Cinelli sucked. I'd bet they had something proprietary at the factory back in the day.

There is a warmness and fuzziness of using a bike specific tool at times. But hook spanners and pin spanners come in many different flavors and some googling will find some options that are cheaper than the McMaster-Carr and other industrial suppliers. Over the years I've bought a lot of them for the shops through McMaster through our purchase order processes because it is quicker than getting an Amazon or eBay purchase approved. But for my own use, I can be more frugal and use other avenues.

Awhile back, when I had the same issue with a three-pin headset, someone posted that the AR-15 Armourers Wrench will turn these quite well.
If you Google these, there are a lot of variations of this tool so I'd expect you want to choose one with a larger stud on the end of the hook.

These are quite cheap and often come with free shipping.
