Steve Rex Frame
I just purchased a few interesting frames, this one stands out, crazy light and some interesting touches.
I can't find out that much about them, I'm certain one of you guys can help.

Steve Rex is a Sacramento builder and does some gorgeous work. Usually fillet brazed like this with dreamy paint. He's got a website and an Instagram.
You can probably find him in any album from NAHBS. At the one we had in Sacramento he had a bike with carbon tubes and custom lugs made with FB

very high end bike from the 80's could be Reynolds 753 or 653 or even 531 pro. It also has the very generation of Dura Ace headset.

I just sent him a message on his website, I would like to know the model of this., There is a small dent in the top tube that I wouldn't mess with at all, I really gravitate to things that are imperfect so this works for me.

I emailed Mr Rex and got a prompt reply. That was nice. There is not much data on the specific bikes unless you can find out who the first owner was and then it can be tracked using his/her name. What I thought was a serial number was the production number of the drop out.
I put in a new Omni BB, (I love them despite the cost) put a pair of wheels on it, hung one of my donor cranks and seat and bars on it and did some driveway coasting around and measuring, I'm beginning to suspect this is going tp be a little bit too big for me so you may see it in classifieds or eBay.
It seems I have spent a big portion of my riding time trying to live with bikes that don't quite fit, never much of a problem on the short rides but as the day goes on the little issues mount up, more so now that age is taking a big toll as well.
We will see!

I have never ridden a Steve Rex.
But have seen a few, at NAHBS mostly. Excellent reputation for excellence, both frame and paint. 

The one I saw in-motion was on a group ride (viewed only briefly) outside Santa Cruz, CA. The rider joined a group of ~12 guys late (at the start) and led early (kilometer 0). Funny, I have to admit, I thought it was aluminum, but not fat like Klein/Cannondale. Did he fillet braze oversized steel tubes?
When I left California's SiliconValley and Monterey Bay (2004) I chose a small local builder for lugged steel.
Buy local, buy nice.
as an aside FWIW on aging and bikes =
I have narrowed my range of acceptable bike fit. The 58s had to go and one too too big. Range is now 3cm (59 - 62ctc). 'Making it fit' has lost some appeal when the finished product feels ... tight(?). Stems trending from 125mm toward 110. [not shrinking much, I think I just need more core strength to support upper body when pleasantly stretched out].

It has taken me most of a long riding lifetime to realize I can never actually "make it fit" especially now that I am racing the rapidly changing metric of ageing. (76) Lucky for me the buying/selling, building/unbuilding of bikes is one of my hobbies, one of my joys. When I walk into my shop this morning I will see 12 bikes sitting in racks in various stages of completion, oh, what joy. (sort of) Of that group I have two ready to rock road bikes I can spend a day on and feel good and both are humble and low dollar but my best friends. My single speed Cannondale Capo and my rim brake Scott Solace, the rest of the group are all on probation.

Nice looking frame. My nephew has a Rex that’s very similar in design.
Too bad about that dent in the top tube though.
