Two Questions
#1, Does this integrated water bottle, cage, and clips supposed to have some kind of top?
#2, I don’t recognize the logo. Any idea who made this?
it’s aluminum. Found at a C&V members bike parts garage sale today.

Bikes: Several, mostly not name brands.
The logo is "Artisan Tool & Die." The ATD catalog doesn't show any additional piece for the top of the cage.

There are certain years that at the time were considered "duds." 1996 and 1998 are really hard to find now because the critics gave those vintages lower scores, so people felt free to drink them instead of cellaring them.
They were cooler years.
That means higher acid and less sugars. But, that acid works as a preservative. The wine had great color with little bricking. The fruits were more red, dark cherry, pomegranate, some plum skin. Tannins had softened and went great with a simple dinner of lentils, roasted veggies with an herbed yogurt drizzle.

The brand name that immediately pops into mind for that cage is "Ale," for whatever that's worth. Very inexpensive alloy cage in the 1980's.

I think ALE is Italian vs T&A (which makes the school-boy in me giggle) which is French.
ALE also made toe clips, often anodized and toe strap ends.
These guys are tool makers, all steel. Why they branched off to make water bottle cages I dunno.

In any case, it stands for Traction Avant.
I've got a few of their handlebar bottle cages, which are the test I've seen, and their Criterium for the down tube is pretty neat if you don't have braze-on bosses.

I still have a 1-pint jersey-pocket flask like the one pictured. Not T.A., but Atox (also marked "Reg").
