That's for a new style of "bag" that goes above the top tube, like so:


Note that there are no straps around the top tube, since it's bolted in place there. These are sometimes called "bento boxes" and became a thing with long gravel races. They're usually used to store food.

Ah, okay. This seems like something for racing or randonneuring where the rider wants to keep pedaling while they eat.

I guess that you’d need to use blind bosses there to avoid water / rust issues?

Beautiful!

Back in the 1980s we had trouble with seat lugs that were threaded for the seat binder bolt. If the ear got bent, the bolt would break. A replacement bolt would break, too.
