Cause for concern or not? I don’t think so but I wanted other opinions, thanks

I would pull the seat post and take the release off of it an examine it thouroughly.

Bikes: Several, mostly not name brands.
The ears for that binder are a separate piece that needed to be brazed onto the back of the seat lug. It looks like the brass didn't completely fill between the ears and the lug. I think it's unlikely to be a problem, other than cosmetic.

You could get some thick Celeste enamel and fill in those gaps if it bothers you.

I would hesitate to comment on the structural integrity. But knowing the flaw is there would always bother me. If it does fail, the seat post will slide down suddenly. Crash material. Probably not but I do know that I would never trust it.
Were it me, I would want, at the very least, to remove the paint and take a really good look at what was going on. Repair might be pretty simple but kiss the paint goodbye. Nice bike and, needless to say, that Bianchi green is super duper, in my mind.

That’s a cool bike. I’d ride it. Worse case unlikely scenario is it fails and your post slips down. If you want to be super cautious, you could include a hose clamp in that saddle bag to hold the post in place so you don’t have to ride home standing up the whole way.

Before you start sanding away at the frame for no real good reason, send it to me. I will pay the shipping costs. I am serious with the offer. Now, on to the business, the seat clamp ears are brazed to the frame. The "defect" you see is not a defect at all, it is a fit and finish detail that was seen as acceptable by the maker. In my life as a working person I had to deal with this kind of thing over and over again.

Very col MTB!! That's an '89 in case you don't already know. I kind of want a Grizzly again since I found some adaptors that would let me run 700c wheels on a frame made for 26

My guess is that Mr. non-fixie was referring to the annoyance factor, if any, one derives from the cosmetic imperfection and not from the basic design "style" of the seat lug cluster. But he can correct me if I am wrong.

sloar I guess it is rather 100x times their crappy paintjob than any hazard.. (Italian, we love them for being crap yet a lot cooler...) but don't quote me on that to you lawyer... 
Other than that it's a really nice looking bike! I'd just love it as is... If you want to ride it and be super secure, put an extra clamp underneath the saddle bag's starps, then the post cant suddenly slip in,,,
