What is this?

I've never heard of drum brakes for an english 3 spd.

Not generally for Raleigh (although I've seen some '50s Raleigh Dawns with rod-operated drums) but some of the other English manufacturers did offer such setups.

If I'm not mistaken, I recently saw a Sunbeam roadster on eBay with drums.

Wasn't British Hub part of the Raleigh empire? I know my Lenton and a friend's Lenton both came with BH hubs.

The flanges and spoke holes on that look reminiscent of the Sturmey Archer Dynohub.
