Le Jeune "Tour De France"
I looks pretty nice, and i like white bikes. It has the words Tour De France on it, which leades me to think that the purpose of this bike is for racing of some sort, and it has a chrome fork, which i belive is a good sign for nice vintage bike.
I did a google search as well as a search on here and didnt bring much up, mostly about the pro model. Let me know what you guys think is a reasonable price and what i should expect.

Does it have a tubing sticker? 531 frame lots better than a Durifort. Cottered crank and Delrin RD lead me to believe that the TdF name is a little misleading. But if it's ready to ride - tires, cables, brake shoes - $100 wouldn't be out of line, but it sounds like you could get it cheaper. Plan on getting a new RD soon, though.

I think vpiuva pretty much got it. It is a lower end model, far from a racing model. It is however in rather nice condition for a bike of that vintage. Notice also that it was imported early in the boom...no suicide levers. Consider that the fate of most of these models was to be rode hard and put away wet, to find one in such condition (AFAICT) is rather unusual. It would probably provide you with a very nice, comfortable ride. You would probably want to plan on replacing the plastic rear derailleur.

If it passes the fit test, purchase it. It will have a ride beyond its price, derailluers will probably need replacing soon enough, perhaps even the shifters, if Simplex front, do not overtorque, it will snap, check it for cracks prior to purchase, it might be a price lowering tool.

Pretty base level. Still probably pretty nice ride. French. Will have odd threadings and sizings no longer available, making uprade/replacement of certain parts, er, interesting. Luckily for you, if it's Richmond, Virginia, you live in the same town as a noted authority on old french bikes and their repair. I just forget who it is.

well i'm also my eye on a fuji sarges with what should by quad butted steel for about the same price. I just want something for a) when the weather isnt as nice, or b) when i want to try somethin different then my alu bike.
