I know that these may not be C or V but can anyone help id the racks in this picture, front and rear. i love these bikes and want to do something similar. any leads would be appreciated.

They look to be custom made. Do you know who built the bikes or which show they are displayed in? Maybe if you can reach the builder, he/she can build you a set.

I'm sure those are custom made. There are a number of people who build custom racks like those, notably:

There are others out there, too. ANT used to sell similar racks, but now only offer them on their bicycle models.

Electra makes a similar porduct. It's kinda expensive and is probably only good for smaller loads but it looks the part:

Those look like copies of old French racks. These (https://www.velo-orange.com/racks.html) are similar.

They're Porteur racks. A few people make them, can't remember who though off the top of my head. These are two of them, however:
