They look to be custom made. Do you know who built the bikes or which show they are displayed in? Maybe if you can reach the builder, he/she can build you a set.

There are others out there, too. ANT used to sell similar racks, but now only offer them on their bicycle models.

Electra makes a similar porduct. It's kinda expensive and is probably only good for smaller loads but it looks the part:

Those look like copies of old French racks. These (https://www.velo-orange.com/racks.html) are similar.

They're Porteur racks. A few people make them, can't remember who though off the top of my head. These are two of them, however:
