You know, now that you mention it I do recall seeing that ad in the past. Could be a nice bike at a reasonable price. The need to build wheels is a big time negative for the sale so he should wise up and present a ridable bike if he expects to get half of the asking price.

Denver Craigslist - claims he is selling his 2018 Roubaix Elite, less than 300 miles, and that the bike retails for $3800, and then he gives the link to the Australian Specialized web site that lists the bike for AU$3800. Scam or honest mistake? Hard to believe he forgot what he paid for a 2018 bike, so I'm guessing scam.

This has been post and re-posted, (literally) for about 2 years on my local CL. Its some kind of revenge-craigslist posting. Apparently, an individual does not like the idea of people flipping bikes for "profit". Its been posted for years. Whomever is posting it really, really has a grunge against people who re-sale bikes and "mark them up many times over".

So much fun with one component: Cheap derailleur replacing the original, mounted using a claw screwed to a fender eyelet, oriented horizontally and bypassing the hanger altogether. On top of all of that, it's not even connected - no cable. This guy is good...
