Its an attempt to improve the braking capabilities of a cheap steel rim.

Braking, not breaking.
But yeah, quite a few steel rims had those. I even had an aluminum Nisi tubular rim with some sidewall texturing. I guess they figured "tread" made for better braking.

That bike should definately have a front brake unless it was origionaly a coaster brake bike that was converted. Even then I'd put the brake in front.
The rim was added later. I'm nearly certain that this bike had shiny chrome front and back. do either of these rims have a brand stamped in them?
