I use rubber cement, or on old bars... nothing. There's usually enough sticky stuff left behind on the bars from previous tapings to hold that Twill Tape in place.

Just got two rolls of some generic soft synthetic cork wrap for 9.98, including shipping, over eBay. Seems someone is always dumping odd lots of tape on eBay.

Even at $6, it's looks so good it practically sells the bike for you just being there. It is a no-brainer - I re-wrap just about every bike I turn around.

+1, their regular tape is typically on sale for $4.99 and the really good gel stuff goes for $5.99. I stock up when they have those sales. Good tape at bargain basement prices, how can you beat that?

Probably too "nerdy" for most, but I recycle my old useless tubes and use them for wrap.
There is a reason for this....I sweat profusely and seem to destroy tape quickly. I use the old foam rubber tube type cushion used on the older road bikes and then cover that with the used tube. I cut the tube around the inner diameter, cut out the stem area, and wrap just like regular tape, securing the ends with tennis racket tape.

sometimes i go to walmart and buy wilson brand tennis racket tape. they come 3 rolls to a pack, and the package is about $2.60. the edges are adhesive and are already trimmed perfectly for wrapping.
these rolls are smaller than rolls of bar tape - about half the size - but it works REALLY well for stubby bullhorn bars and if you want to wrap only the drop portion of a bar - i.e., from bar-ends just up to the brake levers. it also works nicely on north road type bars instead of using grips which works sometimes depending upon the look you're trying to achieve.
it's not something i do all the time, but on bullhorns and that rare bike where just wrapping the drop portion of the bar looks good, it is a great solution. only comes in black, but it's actually very comfortable and grippy.
i've also wrapped a few bar-ends on mtbs with them as well. multi use!
