I ran into a pattern like that recently on an eight speed suntour cassette lock ring.

If you come across any more info on this type of BB, please pass it along! Looks like I just bought myself a similar BB this weekend!
(80s Specialized Expedition...same splined cups.)

I ran across that BB on the Fuji Touring Series V I sold earlier this year. Even the old time LBS didn't have it. The good thing is, those BB's last a long time, so mine didn't need a repack.

that is a sealed BB the bearings are in cartridges and don't really get repacked more like replaced.

I got one (and I had one heck of a time finding it...the one LBS who actually had one found out it was broken) for lending. Who needs it first? If someone wants to "upgrade" to a different BB, I would also be interested in the old one for my "old suntour BB collection".

How is that bottom bracket assembled? Are the cartridges in the cups? That cylinder, is it just a sleeve?

It is a solid cartridge ala Phil Wood. The right and left cups are idendical, except the right (and lockring) are reverse threaded.
