I presume that this is not cold-drawn seamless tubing, but rather rolled and welded. The Japanese (and maybe Tange especially) were doing a lot to advance that method of making tubing, and I believe that some of the later examples were so good you almost couldn't tell there was a welded seam. It's pretty easy to add butting (single, double, quad, whatever) when you are starting with flat stock, compared with the mandrel magic required to cold-draw seamless butted tubes.

I owned a new 1976 Empire Professional and I recently acquired its stable mate as a nostalgic restoration project. These bikes have hi-tensile DB tubing; I suspect the Empire brand was private label applied to another manufacturer's product, since it appeared and disappeared like a mushroom in 1976.

Reviving this old thread, adding some pictures for the future. Just finished a Sekai 2700. Tange, double butted high ten steel. WTF? Bike also came with G1 Cyclone RD, and a nice SR Apex crankset and Gran Compe brakes. I have to wonder how much they saved going high ten steel versus cro-moly, probably just a few dollars.
Bike was light for high ten steel, weighed in at 26.74 pounds. 25.8mm seat post.

Even my lower-end Sekai 500 (and even lower-end, 33lb Bridgestone Submariner) had/(has) DB Hi-Ten tubing stickers.
Peugeot's Carbolite wasn't butted as far as I know, but built a lighter lugged frame.
