Doesn't appear so to me; but the saddle position - that's another thing entirely.

It is a tough cal, but the fork could be tweeked a bit. Then again, it could be the barrel effect commonly found in digital pictures, that I take, at least.
Let's see a dead on shot from the front, offering detail as to how the front wheel splits the fork blades. An uneven split might indicate problems, either wheel or fork related.

I have a ratty little Gitane TdF I'm reviving. I walked around the fork on it for weeks before I decided it needed some help. It looked about the same as yours.
I took in to get a pro look at it and it was bent rearward a few degrees. He laid hands on it and the corrective result is visible.
I'll be the contrarian; yours looks just the tiniest out whack to me.......in this picture.
