What bicycle is this?

Can anyone help me identification this bicycle?

What bicycle 1
Headtube
BB/CRANK
Rear
Seatpost
Size : 22"
Tyre : 28x1 1/2
Rim : 26"

the questions are :
Who is the maker?
From where?
What year this bike was build?
If i restore this bike, what is the missing things?

Bikes: Yes, please.

That looks like a Dutch bike, pre-WWII. Don't know the brand, but that type of step-through frame was not very common in those days. Almost all had curved top tubes AFIK. Also, I don't see holes in the head tube where the badge would have been. Fongers?

Originally it would have had a rod operated brake system. Note the hole in the bottom tube/steering tube lug for the rod guide hardware to be mounted.

but is a rod brake system od a hole for the wireing to the rear light?

england, dutch n japan bicycle

may be this one is fongers
to day i'm trying to install a rod break from humber ladies bicycle, and it doesn't match
may be this one really a dutch bike
