I would sell it. It appears to be a very entry level Bianchi. I have owned a couple of similar bikes, this frame set representing one of them. I found nothing interesting about the bicycle except that Bianchi was silly enough to put their name on it.
That, incidentally, is my opinion and not a statement of fact.

I am not a beer drinker but I would certainly trade that for a bottle of Pinot Grigio.
I agree it looks like a special from '83ish, nothing to write home about. did it come with wheels and crank?

Yeah, it has mediocre Shimano comps from brakes to the derailleurs. My mind has been leading that way and I am thirsty...

It was a Frankenstein really with a hectic history. First had everything as I got it off CL. Then had a run in with a cab so had to scrap the old steel wheels for some Alex 2100 wheels (though the spacing didn't really allow for the modern wheels) and upgraded the cranks to some Stronglights I stole off of CL. Took off the original drops (nice and shiny) for some crap ones from a lbs and threw 'em on to my Bianchi Pista. Most recently I couldn't get the rear der working (tried a 105 with a hanger) now I'm just frustrated with this bike/frame.

I would definitely make the bicycle road worthy and safe to ride, then offer it for sale on CL or something similar. Many people will not be as discerning as I am and will jump at the chance to own a vintage Bianchi, even an entry level one.
Good luck with the bicycle.

Myself, even though I have a lot of parts, I would save my parts for a better frame/better project, and pass this one on to someone else.
