Wanting to restore a frame

I just bought a Schwinn Paramount, but there are several blemishes and places where they went over it with a primer to reduce the rust. On top of that there's rust in other places that they missed. I was just wondering if anyone could give me a range of how much it would cost to remove the rust and repaint the frame a solid white with the decals? And are the decals hard to come by/cost a lot?

Well, you can have Waterford do it back to factory original, but it's not cheap:

But if you scroll to the bottom you will see decal sets, too, for $60.

As for a cheaper, decent painting check with a local auto body shop. They should be able to do everything you need.
