Help me I.D. this touring frame/fork

All that I know so far is that it looks to be a well thought out and nicely built frame. It's coming from England and the seller, a purveyor of vintage bikes, cannot I.D. the builder either. My hunch is that it is a custom made.

Looks like something from Hilary?

If he has no idea of the builder, well........

Any serial numbers?

Ditto! It's unidentifiable! (But nice, all the same.) I will say that the rear brake hanger/bridge sure does look familiar though... seems like I saw one very much like it on something else recently.

That's a fairly common solution for a brake hanger. I just took a piece of 1/4" steel rod, heated it up and bent it into a semi-circle, and brazed it on the seat stays:
