It's the BB height that creates the standover problem. But he needs the BB height to handle the (probably) 200mm crankset.

If I'm not mistaken, that photo was taken in front of a little shop in Harrisonburg VA. The owner was Craig Mauck (sp?) and he claimed to have built the frame/bike for Ralph. Guy was partially deaf and always wore one of those eyeglass-mounted rearview mirrors.

Actually, somebody published a comprehensive book of Elvgren's reference photos not too long ago; if you could find the photo, I'm sure you could sort out the bike.
Assuming of course, that you can keep your attention focused on the bike.
