Could be a vintage cupholder - the flat part with the hole would attach to the stem via the exposed hex-head bolt of an old-school stem.

That's cool, I've never seen a Suntour RD branded guard like that,no name one's yes but not Suntour. Now you need to find a old set of Suntour bolt on MTB or touring hubs to use it with.

I had one on an early 1970s C.Itoh. It came with SunTour Honor derailleur and steel guard... I can't figure out what the manufacturer though could happen to that derailleur, it was a tank. Shifted well, though... PG
