Walther and Reiss

Can anyone supply information on Walther and Reiss, a frame or complete bicycle manufacturer please ?
Also, can anyone give an opinion on a full-welded frame, incorporating old style Campagnolo dropouts, Italian threads and a Raleigh-type front fork, ie. with a tubular steel fork crown with dished ends. The frame weighs 1.520 kg and the forks 0.515 kg. ?
