Yes, remove it. Removing it will stop the spreading, but not prevent it. Just keep the bike in a dry place.

I use copper wool dampened with oil to remove rust then wax to protect.

Just on the surface? Then you've got a good chance to stop it.

Use aluminum Foil and water. Wipe. it off with a cloth when it looks pasty. add more water. rinse and repeat until it's gone.

I've done this to a set of Wheels on a Raleigh i'm fixing up. Works like a champ!

Science behind why it works

https://wiki.answers.com/Q/Does_alumi...il_remove_rust

"A simple and inexpensive way to remove rust from steel surfaces by hand is to rub the steel with aluminium foil dipped in water. Aluminium has a higher reduction potential than the iron in steel, which may help transfer oxygen atoms from the iron to the aluminium. The aluminium foil is softer than steel and will not scratch it, as steel wool will, but as the aluminium oxidizes, the aluminium oxide produced becomes a fine metal polishing compound." - Wikipedia
