Huh? Any decent frame builder could heat that up, slide out the old dropout and braze in a new one in a matter of minutes. The magic of steel...

I've got about 2 hours of experience with an OA torch under my belt and I would consider doing that repair myself (but not for somebody else yet, just my own bike).

+2 on having it repaired, and if it can be TiG welded by somebody good, a welded DO can be as strong as new. Sure you could scrap it, but where's the sport in that??
RonKits were built by a bunch of (mostly anon.) frame builders, except for the ones labeled MKM.
It's possible you have a RonKit, but he sold frame bits to loads of other builders who did not supply frames to him, so...it's uncertain...but that serial number could be the best clue (for somebody who recognizes it).
