Challenger?
Just picked an old 10 speed. Just says Deluxe Challenger on seat post.
Sun tour Honor derailleurs, center pull brakes and a lugged frame.
Good tires and rides good.
Is this worth the $40 I paid for it?
Stand over height is perfect but the reach is a little short. Will an extended stem help?

For $40, as long as its complete and pretty much ready to ride, you probably did fine. Stamped dropouts, turkey levers, and stem shifters all point towards a 70's "bike boom" era bike. Its nothing special, but should be a sturdy dependable bike if properly maintained. A longer stem will help with reach but I wouldn't invest too much.

Depends on your market, here, you paid too much. In a hot market, it would be a deal. Add cottered crank, steel rims, steel handlebars, claw RD hanger, crimped dropout attachment, nutted axles, no brake cable stops or clamps, etc.
Need to address all bearings a grease before riding much. Those areas may have last been touched 40 years ago (it is typical for bikes to get little/no maintenance).
If you are resourceful, for $10 or less, you could have a basic bike to ride. So whether it was a good deal or not is more about who is going to rehab it.
