Does anyone recognize this decal?

This decal is on the rear fender of a Hercules Roadster I was given by Frank the Welder. I am unable to determine if it is an actual Herc decal or possibly some type of registration decal/sticker issued by some city/town. Anybody have clue or an opinion?

It seems to have a too decorative shape to be a registration sticker.

Originally I thought it was a sunburst shaped decal, but the more I looked at it the more it looks like something was peeled away; the "decorative shape" is not symmetrical at all and must just be adhesive residue. Look close towards the bottom left and you see what appears to be a rounded corner. Maybe a sticker placed on another sticker?

It looks familiar but i can't place it.

The center of the design appears to be a large triangle, point downward, with an arc segment sticking out from the top. This is placed over a rectangle or shield shape, so the point of the triangle sticks out just beyond the bottom of the rectangle, or coincides with a point at the bottom of the shield. Rays or flames stick out from the upper edges. There seem to be three colors. I suspect there was a crown at the top, with two rounded shapes (letters?) below that. And then there's a trapezoid with the number 1353 in the center. I think there were two or three lines of writing below that.

I suspect we'd see more in a high resolution photo.

Huh, well, that's better, but I still can't make out much. I've sent you a sketch by email.

Interesting that the decal is not placed perfectly, but a little lopsided within the box lining of the fender.

The design is a pair of triangles, one superimposed over the other, both pointing downward; in the upper part is a crown over what might be a stylized E. In the middle a ribbon goes over the whole thing, with the number 1353 on it. Two lines of text at the bottom.
