Help getting old tape off old bars

Help getting old tape off old bars
I bought some old drop bars the other day at my co-op and I've been having trouble getting the old crusted tape off them. I don't mean the bar tape, but rather the tape that more than likely held it on. I've tried simple green, brush cleaner/paint thinner, and WD-40 but it doesn't seems to be helping a lot. I thought I'd try the C&V forums because you guys have a lot of experience in restoring old parts back to new. Here is a pic of the tape:

Use Goof off. Works everytime. You can get it at most hardware stores.

Eh, just go ahead and wrap right over it. Doesn't hurt anything and probably adds half a gram weight at most.

Just leave it on and tape over it, probably not worth the effort.

Use Goo Gone, works like a charm but make sure you do this outside. Fumes will get you.

I combined the first two replies. Used a razor blade to get off the majority of it, then used goof off to get the leftover residue off.
Here is what it looks like now:
I'll wrap it later tonight so I can ride it tomorrow.

Thanks!! I also polished it a bit with some soft steel wool.
I also put on the bar tape a few hours ago. I frigging hate it. Fizik Glossy black bar tape. It's uncomfortable, slippery, and ugly. Can anyone recommend good bar tape? I'm kinda torn between all the choices of bar tape...
