OK, check this out. The headtube and hub have an acronym that looks like English letters XB3, which is Russian for HVZ (say "khay-vay-zay", stands for "Kharkov Bicycle Factory) and that's the manufacturer in Ukraine - KingSting already mentioned some of this. You may have to Google Translate this page:

DiabloScott, that explanation makes it even cooler. I painted our name and house number on our mailbox last summer. I had never done anything like that. My writing was much bigger than on the bike, and the results were much cruder. And it took me about 90 minutes to do it.

You dug a little deeper than I did. I didn't google the Cyrillic stuff. Found a photo gallery of the same bike here:

That's a neat bike, great find. I've done a fair amount of traveling in Russia (post-Soviet era) and I saw a lot of simple, reliable bikes like that used as transportation, particularly in rural areas.
