If it is a bike tool, it has got to rank up there for me as one of the strangest I have ever seen. Best guess, like someone else, is some kind of sealed bearing removal tool.

That makes sense actually, that it is some sort of spring compressor, perhaps for installing them on old springer type forks?

I've searched google for a few things from chain link fence tools to seal pullers and think I've narrowed it down. It's a vacuum advance for a goats a$$ removal tool from the late 60's, they redesigned the tool in the 80's when the second generation of goats a$$ vacuum advance units hit the market making this tool obsolete and quite rare.
