27 1-1/4 and 700c Wheel Sizes

If I have an old Univega with 27 1-1/4 inch wheels on it, and I want to ready it for a tour, can I put 700c wheels on it and expect them to be pretty much the same size?!

Bikes: '77 Centurion "Pro Tour"; '67 Carlton "The Flyer"; 1984 Ross MTB (stored at parents' house)

The radius of a 700c wheel is 4 mm less than that of a 27" wheel. You'll have to look and see if you can adjust the brake shoes down that far.
