I think that depends on the vintage, or perhaps the rim size. The 559mm Weinmann concaves on my '87 Diamondback are non-eyelet and have hooked beads -- I rebuilt the rear with a fixed-gear hub, and the wheels (for the sake of discussion) didn't have spoke washers originally.

From a functional point of view, eyelets offer improved fatigue life due to the reduction of stress concentration, which is a result of the larger hole radius. Not to say that an aluminum rim without eyelets cannot be designed with acceptable fatigue life, through use of appropriate material thickness around the spoke hole.
