What Kind of Tool is This?

This unidentified tool was given to me by a friend who was sure it was some kind of bike tool that he found stored with some other parts and goodies which he also gave me. I showed it to all my gearhead buddies and none of them could figure it out either. When I was at the LBS the other day the most experienced gent there said, "looks like a bike tool" but really couldn't find anything it fit.

Its about 12" long and 1/8" thick pressed steel with no markings of any sort. Please help!

I believe it is for holding axles so you can rotate off cones/nuts without clamping the axle in a vice. Hozan made them for a while. Not sure who made that one though.

For pulling leather straps through the notches in pedals. Wish I had one. (A wild guess)

Classic alligator pliers.
(What's their use, I have no idea)

Bikes: Listed in my signature.

The police use them to extract confessions. More on topic, I can't envision any use in the bike shop.

An early design of the leathery taintometer?

Bikes: I used to have many. And I Will again.

Probably not a bike tool. Looks more like a crimping tool of some form.

How can that hold an axle without damaging the threads?

Bikes: Raleigh's all: '71 and '74 Internationals, '74 Super Tourer

It would clamp down on the cone FLATS I believe. Or on a cone's OD if no flats were provided I guess.

I'd feel better using a thinned down open-end wrench on the flats though.

Bikes: Indeed!

I think they repurposed a tool for extracting teeth from horses!
