Circular date codes?

Circular date codes?
OK, lots of us have seen them, but at least for me, I didn't even realize these were date codes, until just a couple/few months ago. So, who understands them, and can tell me how old this ITM stem is? That's my primary goal, for this thread, but if someone can easily teach me to READ them, that'd be pretty cool too.
This stem is just downright heavy, for a stem, but it also has a nice solid feel to it, that I find reassuring, like it's a LOT safer, even though lighter isn't necessarily more dangerous.
I'm gonna try it on for sizing, at least, and if my cables don't object, I might try a ride later.
