I have seen small (kids) road bikes used on family rides. I have a 30s mystery frame in 50cm that's too small for me---I'm about the most average size around at 5'8'' and ride bikes that are a bit too large but riding one that's a bit too small is a pain

Bridgestone xo-1 and x0-2 came in 46cm with 559 wheels. Can be made light-weight with the right build. Sub 20lbs would be easy. Lots of other UJBs came in similar sizes but with 700c wheels, sometimes with the tiny front wheel.

Edit: the above Bridgestones also came in 40.5cm ctc seat tubes.
