rusted fastener removal

I just purchased an old frame from the 60s and it's rusty but not too bad. The problem is that there's an old fender, which is past the point of rescue, rusted on to the frame and the fasteners and nuts and bolts and whatever are stuck in there pretty well. Also, one of the screw heads is stripped. Do you have any methods of removing this kind of stuff that doesn't involve me buying a power drill? I've got it sitting in wd-40 as i type...

I'm sure people have asked about this before, but this thread is fairly active and if i search rust removal i'll probably get a ton of results which may or may not have anything to do with my problem.

Not sure what rust breaking products you may have access to in Russia, I would suggest heat. Do you have access to a small torch?

Bikes: Lots of English 3-speeds, a couple of old road bikes, 3 mountain bikes, 1 hybrid, and a couple of mash-ups

If a product named Liquid Wrench is available, it will help. If that is not available any penetrating oil may work for you.

I have access to a lighter... and matches but I may be able to drum up a crack torch. The big problem is that the head is almost totally stripped, so any particular kinds of pliers I might need?

for a stripped screw head I usually use a dremel tool to file a flat into the head so that a flat head screw driver can be used to unscrew the bolt. but if power tools are out then a file may work

Heat almost always works. The big problem is that the head is almost totally stripped, so any particular kinds of pliers I might need? Vice-Grips, file flats first
