Bikes: Too, too many....

Damaged Bike Frame Decal.... Please Complete

My wife picked up this old Poulidor clunker in the summer and I'm finally getting around to cleaning it up. The frame is 58cm and has nice forged Simplex drop outs.

Several questions:

The top label on the seat tube appears to be a frame label indicating something about the type of tubes used - probably it originally had three circles - blue, white and red - but much of the decal is gone. Can anyone tell me what it likely indicated before it got damaged and if it indicated something good ? Other frame label just indicates "Production Mercier".

The seat has "Grand Prix" printed on it but it is one hard piece of black plastic. Is this actually the seat, or is it just the seat form and requires padding or a cover of some sort.

Sticker would read;
Tubes Alleges
Special 28-26

I'm buying some Mercier decals and thats one of the stickers included. I'm guessing its Merciers "Hi - ten" tubing.

Bikes: A green one, "Ragleigh," or something.

That saddle is complete as shown. Built like a Unicanitor, only with much heavier polyethylene plastic. Super hard, stiff and heavy. I have one just like it that I did my first drillium experiment on. It was fun and educational. After about a bajillion holes of various sizes, it's a tad more flexible, but not much lighter

I think this particular decal does not have the numbers "28-26" but says "SPECIAL PRO" on the second line. Maybe a tick up in grade (since this frame has forged Simplex DOs it could be higher quality) but I don't know much about this tubing line. CycloMondo (Greg Softley) has repros of the decal with 28-26 but not sure about the "PRO".
