I usually choose either the backpack OR the lime reflective safety vest. Kind of hard (or pointless) to to both at once the traditional way. Most mornings, when it's clear, the vest isn't that big of a deal. I have as many as 3 bright blinkies going, and a lot of reflective material on both of my bikes. I'm very, very visible.
This morning, there was a really light fog, and it was raining, so I needed the Vest. But, I also needed my backpack. Enter: Ghetto velcro straps and some lessons from McGuyver & Goldberg school of engineering.

I sewed a couple 1.5" x 14" strips of white reflective tape to the back of my backpack. Now it's good for commuting, and for Search 'n' Rescue if I get lost while mountaineering.

The vest isn't waterproof, but the zippers are very tight. It's a laptop-specific backpack as well, with a laptop cell against my back (well, with a lumbar support frame in there too) and the zipper sits away from the laptop itself, so even if I hosed the backpack down, I'd have to somehow get about 3 inches of water sitting in the bottom of it before my hardware got wet.
The vest is an AOSafety brand vest that I picked up for $10 from home depot about 6 months ago.
