It seems like the idea behind the grocery panniers is that you will buy exactly two paper grocery bags full of food and then slip them in. I will be using regular canvas grocery bags, or the pannier itself without any grocery bags, so I'm still looking at other options. Would you say 30L total, or per bag?
Sounds like you figured it out.Grocery panniers are *marketed* so you'll buy 2 paper bags worth. Really, same with the wald folding ones. For the Walds, a regular canvas bag works fine since you need a liner to keep small stuff from trying to fly out. With a grocery pannier, just take it into the store and use it as your shopping bag.

I tried to save and use an old shoulder bag ( the kind you can fit under an airline seat) and wired the stiff bottom of the bag to the top of my rear (Raleigh Sprite 27 book rack). It's working ok until I can get the grocery panniers. Holds about 2 full plastic bags of groceries maybe 2 1/2.
